Paulo Luís Gomes Nunes holds a Ph.D. in Education from the Lusófona University - Lisbon University Center (2017), a Master's degree in Education, specializing in Digital Resources in Education from the Polytechnic Institute of Santarém (IPS, 2021), and a degree in Multimedia Educational Communication (Universidade Aberta, 2009).

He is specialised in Special Education (IPS, 2005), holds a licenciate degree in Educational Administration (Instituto Superior de Educação e Trabalho, Porto, 2000), and a Bachelor's degree in Public Teaching (1st Cycle of Basic Education Teachers, Escola Superior de Educação de Torres Novas, 1990). He has been certified in Digital Competences under the ICT Skills Training and Certification System for teachers since 2011. He teaches Special Education and was the coordinator of the ICT Resource Center for Special Education in Santarém (CRTIC Santarém) between 2008 and 2018.

He is a Certified Trainer by the Scientific-Pedagogical Council for Continuous Training (CCPFC), in the areas of Organization of the Educational System, Technology and Educational Communication, Design and Organization of Educational Projects, School Performance Assessment Practices, Sensitization to Special Education, Educational Technologies (Informatics/Application of Informatics), Educational Technologies (Audiovisual Media), and School Administration Practices. He has conducted training sessions at the Lezíria do Tejo Training Center in Santarém and awareness and training sessions related to the use of technologies by students with Special Educational Needs in various School Clusters.

He was an online lecturer at the Open University between 2007 and 2017 and again in 2023, and a Guest Professor at the Escola Superior de Educação de Torres Novas between 2013 and 2016.

He was an integrated researcher at CeiED at Lusófona University (2011-2017) and has been an honorary member of the Joaquim Veríssimo Serrão Research Center in Santarém since 2014. He was also a collaborating member of the Education and Development Research Unit (UIED) at the Faculty of Sciences and Technology of the New University of Lisbon (2010-2013).
