Biographical note
Restino Fernando, studied human sciences in high school at (PUNIV-Sumbe), graduated in Zootechnical Engineering at (ISPKS) Instituto Superior Politécnico do Kwanza-Sul – Angola, postgraduate degree in Marine Biotecnology at the University Of Stirling – UK; Master in Entrepreneurship and Innovation at (IPB) Instituto Politécnico de Bragança – Portugal, and currently doing his PhD in Education at (ULHT) Universidade Lusófona de Humanidades e Tecnologia.

Abstract
Education in societies is managed and defined by structural norms and regulations drawn up by the government leaders of their respective states, aiming to respond to the identified cyclical and temporal needs and challenges. These policies, their implementation, performance, results, effects, causes and consequences, are targets of studies and analysis. Understand the dynamics of its variations, the motivations of decrees and laws around the education sector. Understand your weaknesses; It’s all about policies in higher education.
The work will focus on these elements and, at the end, will be able to present a set of suggestions aimed at repairing weaknesses and other identified situations that need improvement.
