Housing in Motion Cycle - Os dias de Marvila Festival
3 october 2024
“To program and implement a housing policy that is part of general territorial reorganization plans and supported by urbanization plans that guarantee the existence of an adequate transport network and social equipment;” In Constituição da República Portuguesa, 02/04/1976, Artigo 65.º Habitação, ponto. 2, al. a.
This paragraph of the CRP remained unchanged from the first version of the April Constitution until its last constitutional revision. This paragraph establishes the need for an adequate transport network to ensure the effective right to housing.
However, the parish of Marvila has several indicators of unequal urban mobility in relation to the city of Lisbon, jeopardizing the guarantee of these rights. In 2015, the Chelas Apeadeiro ceased its activities and the Marvila Apeadeiro saw its offer reduced. There's a lot of talk about Marvila being the site of the Third Tagus Crossing and its potential connections to the country's future airport. To date, the parish has no Gira network infrastructure and pedestrian access is difficult. Recently, it has been observed that several municipal housing buildings face recurrent and prolonged breakdowns in their elevators.
In this cycle, we intend to discuss the parish of Marvila today, framed within the city of Lisbon and the country's mobility policies, analyzing the potential of transport and urban mobility infrastructures as ways of inhabiting the city on the move. This cycle is a proposal by Henrique Chaves (GOVCOPP-UA, CIES-IUL, CEM-USP) in collaboration with the Mobility and Transport Group of the community groups 4 Crescente and Marvila Antiga. The cycle is part of the Os Dias de Marvila festival, promoted by the Marvila Library, and consists of three themed discussion sessions with community members and experts, walks and a bike ride.
For the walks and the bike ride, prior registration is required by emailing
