Competition PhD-holding researcher – Auxiliary – ref. COFAC/CeiED-ECIA/0002/2020

COFAC, crl has decided to open an international selection competition for two positions of Junior (see Public Notice) and Auxiliary (see Public Notice) PhD holders – to carry out scientific research activities at the Interdisciplinary Research Centre for Education and Development (CeiED), in the form of an uncertain term employment contract under the Portuguese Labour Code, with a maximum duration of three years.

The hiring process will comply with the provisions of Decree-Law 57/2016, of 29 August, which approves the Legal Framework for Scientific Employment (RJEC), as amended by Law 57/2017, of 19 July, by Regulatory-Decree 11-A/2017, of 29 December, and by the Portuguese Labour Code in its present wording, and is aimed at performing R&D duties within the scope of CeiED’s Strategic Plan.

The researchers to be hired will carry out tasks in research and implementation support, dissemination and management of the project.

The deadline for submission of applications is 30 November 2020.

PUBLIC NOTICE FOR THE OPENING OF AN INTERNATIONAL SELECTION COMPETITION TO HIRE PHD-HOLDER IN ACCORDANCE WITH ARTICLE 4 OF DECREE-LAW 57/2016, OF 29 AUGUST, AS AMENDED BY LAW 57/2017, OF 19 JULY, AND COMPLEMENTARY LEGISLATION, TO INTEGRATE THE RESEARCH TEAM OF “CeiED – Interdisciplinary Research Centre for Education and Development” (COFAC/CeiED-ECIA/0002/2020).

A COFAC, crl hereby opens a competition to hire a PhD-holding researcher in the form of an uncertain term employment contract. The hiring will comply with the provisions of Decree-Law 57/2016, of 29 August, which approves the Legal Framework for Scientific Employment, hereafter briefly referred to as RJEC, in the wording it was given by Law 57/2017, of 19 July, by Regulatory-Decree 11-A/2017, of 29 December, and by the Portuguese Labour Code in its present wording. 

DUTIES TO BE PERFORMED: Undertaking R&D tasks within the scope of CeiED, with the reference COFAC/CeiED-ECIA/0002/2020, the researcher to be hired will carry out research duties as well as support activities to the implementation, dissemination and management of the project.

  1. COFAC, Cooperativa de Formação e Animação Cultural has decided to open an international selection competition for a PhD position to undertake scientific research activities, in the form of an uncertain term employment contract under the provisions of the Portuguese Labour Code, with a maximum duration of three years, on the grounds of the performance of specific, precisely defined and not lasting service, under the provision of Article 6 paragraph 1 subparagraph b) and paragraph 3 of Decree-Law 57/2016 of 29 August, as amended by Law 57/2017 of 19 July, and the provisions of the Portuguese Labour Code in its present wording. The tasks to be carried out will be integrated in the work plan of CeiED, under its 2020-2023 Strategic Plan.

Applicable Legislation: a) Decree-Law 57/2016, of 29 August, which approved the regime to hire PhD holders aimed at fostering scientific and technological employment in all areas of knowledge (RJEC), with the amendments introduced by Law 57/2017 of 19 July, and also taking into consideration Regulatory Decree 11-A/2017, of 29 December; b) the Portuguese Labour Code, approved by Law 7/2009 of 12 February, in its present wording. 
  4. The base gross monthly remuneration to be paid is that stipulated in paragraph 1 of Article 15 of Decree-Law 57/2016, of 29 August and in paragraph 1 of Article 2 of Regulatory Decree 11-A/2017, of 29 December, corresponding to entry level 33 of the single remuneration table, approved by Order 1553-C/2008, of 31 December, namely 3,201.39 Euros. 
  5. The workplace is located in the facilities of CeiED – Interdisciplinary Research Centre for Education and Development, in Lisbon, without prejudice to any travel necessary to the proper performance of the work plan. 
  6. Regarding the admission requirements in terms of absolute merit, candidates to the present position, be they nationals, foreigners or stateless individuals, must fulfil the following requirements: 
    1. Hold a PhD degree as well as a scientific and professional curriculum demonstrating a profile suited to the duties to be carried out. Should the PhD degree have been awarded by a foreign higher education institution, it must comply with the provisions of Decree-Law 66/2018, de 16 August, and any formalities established there must be fulfilled until the moment of hiring. 
    2. The PhD degree mentioned in the previous subparagraph must have been earned more than 5 years before the deadline of the application.
    3. Have relevant research experience compatible with the position of the scientific research career to which the remuneration level corresponds. 
    4. Have relevant research activity matching the scientific areas covered by CeiED, namely Education, Territory, Memory and Human Development.
    5. Demonstrate a proficient command of English and, preferably, Portuguese (when in doubt, the jury may require that the candidate submit a document attesting to it). 
  7. In accordance with Article 5 of RJEC, the selection is made through the evaluation of the scientific and curricular path of the candidates and their suitability to the description of the position in competition, the work plan of which presupposes fulfilling the following tasks: 
    1. Production of original scientific research, based on the proposal referred to in paragraph 8, subparagraph d) and paragraph 9. 
    2. Scientific production of papers, books, book chapters and working papers. 
    3. Participation in research projects, by application and/or integration of national and international research teams, resorting to competitive funding; 
    4. Dissemination activities in the community (scientific and non-scientific), involving participation in national and international scientific events, organization of scientific events and support events aimed at disseminating the project and its results. 
  8. The evaluation of the scientific and curricular paths will focus on the relevance, quality and timeliness of: 
    1. The scientific production of the last five years in topics that are relevant to the research to be undertaken in the position in competition. 
    2. The research activities carried out in the past five years; 
    3. The activities of extension and knowledge dissemination undertaken in the past five years, specifically in the context of the promotion of culture and scientific practices; 
    4. An original research proposal, matching CeiED’s objectives and strategy, prepared in accordance with the description provided in paragraph 9. 
  9. The original research proposal mentioned in the previous paragraph cannot exceed 2,000 words, and its format and organization are left to the discretion of the candidate. The language used must be English. The following elements must be considered: 
    1. Brief presentation of the research, including objectives, brief state of the art and methodology, also underlining the added value regarding current knowledge. 
    2. Explicit and justified match to CeiED’s objectives, as stated on its website.
    3. Explicit and justified reference to the field of action of CeiED’s research structure – ReLeCo, LEME, L3EP, CCIEC e OP-Edu – where the proposal will fit, considering the elements stated on its website. 
    4. Brief career development plan, in which candidates must state their objectives for the next years, also specifying their connection to international scientific networks. 
  10. Regarding the parameters for evaluation and ranking by relative merit, the criteria are the following:
    1. Any candidate whose qualifications, curriculum and/or experience do not match those defined in paragraphs 1 and 6 shall be excluded.
    2. The evaluation of the path as well as the scientific and curricular skills will focus on the relevance, quality and timeliness of: 
      1. The scientific production of the past five years that is considered more relevant to the project to be developed, which is given a weighting factor of 40%. The analysis of the scientific production includes publications (papers, books, book chapters and others – and special value is attributed to WoS- and/or Scopus-indexed journals, the publication of books and book chapters in renowned international publishers, and publications as single or first author, as a sign of the researcher’s level of autonomy) and participation in national and international scientific events.
      2. Research activities, including applied or practice-based research, developed in the past five years and considered to be more relevant to the project to be carried out, which is given a weighting factor of 20%. This component integrates the coordination and participation in national and international research projects, as well as the participation in international networks and partnerships. 
      3. The extension and knowledge dissemination activities undertaken in the past five years, namely in the context of the promotion of culture and scientific practices, which is given a weighting factor of 10%. Included here are the organization of national and international scientific events; work experience with diverse targets and communities, nationally and internationally; the dissemination of knowledge in the mass media. 
      4. The original research proposal, which is given a weighting factor of 30%. This item will consider the feasibility and originality of the research, based on its fit with CeiED’s objectives and strategy. 
    3. The evaluation process may also include an interview or a presentation or a public demonstration session by the candidates, or by some of the candidates to be selected by the jury, which is aimed at clarifying aspects connected to their research and has a maximum weight of 10% in the total score.
    4. The system to grade the candidates is expressed on a scale of 1 to 6 to the decimal place and results from applying the respective specific weighting factors.
  11. The five-year period mentioned in paragraphs 8 and 10 can be extended by the jury, at the candidate’s request, if grounded on the suspension of scientific activity for socially protected reasons, namely, by reasons of parental leave, serious protracted illness, and other legally acknowledged situations that render the person unable to work.
  12. Pursuant to Article 13 of RJEC, the jury of the competition is constituted as follows:

  13. The jury decides by grounded roll-call vote according to the adopted and disseminated selection criteria, and abstentions are not allowed. Should there be a tie, the President of the jury has the casting vote. After the application of the selection criteria has been concluded, the jury draws up a ranked list of the approved candidates with their respective scores. 
  14. Minutes shall be taken of the jury meetings, containing a summary of what happened in them, as well as the votes cast by each one of the members and their respective justification; these minutes can be presented to the candidates whenever they so request. 
  15. The jury is entitled not to select the candidates that do not have suitable quality and profile in terms of absolute and relative merit. 
  16. The final decision of the jury is ratified by the highest-ranking official of the institution, who must also make the decision on hiring. 
  17. Formalization of applications: 
    1. Applications are formalized by submission of an application letter, addressed to the Director of CeiED, elaborating on the motivations to apply for the position, containing identification of this Public Notice, full name, number and date of identity card, of Citizen Card, or number of civilian identification, tax identification number, date and place of birth, profession, place of residence, contact address, including email address and phone number, and Ciência Vitae and ORCID IDs.
    2. The application is accompanied by documents attesting the requirements stated in paragraphs 6 and 8 for admission to the competition, namely: 
      1. Copy(ies) of Certificate(s) or Diploma(s); 
      2. PhD thesis or equivalent document(s) which determined the awarding of this academic degree; 
      3. Copy of the work the candidate deems more relevant and which will enable the jury to evaluate their respective relevance, quality, timeliness and suitability. 
      4. Proposal of original research, as determined in paragraphs 8 and 9. 
      5. Other documents the candidate justifies being pertinent to the analysis of their application.

  18. Candidates that formalize their application incorrectly or who do not support the requirements laid down in the present competition notice shall be excluded from admission. In case of doubt, the jury may request from any candidate the submission of documents supporting their statements.
  19. False statements made by the candidates shall be punished in accordance with the law. 
  20. No later than 30 days from the deadline for submitting applications, the jury will render its final decisions. All candidates will be informed of the final selection decision by email with receipt of delivery of notification. 
  21. Prior hearing and deadline for Final Decision: after being notified, candidates have 10 working days to submit a rebuttal. 
  22. The present competition is exclusively aimed at filling the stated position; it may be closed at any time before the ratification of the final ranked list of the candidates, and it will expire when the position on offer has been filled. 
  23. Should the jury consider that no candidate corresponds to the desired profile, the position on offer shall not be filled.
  24. Non-discrimination and equal access policy: COFAC actively promotes a policy of non-discrimination and equal access, so that no candidate can be privileged, benefited, disadvantaged or deprived of any right or exemption from any duty owing, in particular, to ancestry, age, sex, sexual orientation, marital status, family status, economic situation, education, social origin or condition, genetic heritage, reduced working capacity, disability, chronic illness, nationality, ethnic origin or race, territory of origin, language, religion, political or ideological beliefs and trade union membership. 
  25. Under the provisions of Decree-Law 29/2001, of 3 February, in case of equal score a disabled candidate has prevalence, which prevails over any other legal preference. Under the terms of the aforementioned legal document, candidates must declare in their application form, on oath, their respective degree of disability, the type of disability and the means of communication/expression to be used in the selection process.
