Jacinto Serrão is a Professor at the Institute of Education of Lusófona University - Lisbon University Center and a Researcher at CeiED. He holds a Ph.D. in Education Sciences, specializing in Supervision and Guidance of Professional Practice, from the Institute of Education of the University of Lisbon (IEUL), a Master's degree in Education, specializing in Supervision and Guidance of Professional Practice, from the Faculty of Sciences of the University of Lisbon (FCUL), and a Bachelor's degree in Physics, with a focus on Teaching, from the University of Madeira (UMa).

Since 2016, Jacinto has also been a Researcher at the Observatory of Education and Training Policies (OP. Edu) and, since 2017, a Researcher at the Research and Development Unit in Education and Training (UIDEF) of the Institute of Education of the University of Lisbon. Since 2015, he has also been a member of the Education Observatory of the Autonomous Region of Madeira (OERAM) and, since 2020, he has been a Counselor of the Economic and Social Council (CES), Portugal.

Since 2015, Jacinto has supervised and served as a jury member for Master's Dissertations and Doctoral Theses in Education Sciences at Lusófona University - Lisbon University Center.

Jacinto has been a Member of Scientific and Organizing Committees of International Congresses and Seminars. He is the author of several scientific articles and book chapters.

Previously, Jacinto was a Professor in the Department of Physics at the University of Madeira (UMa) between 2002-2004, where he supervised scientific internships, and a Researcher at the Research Center in Education of the University of Madeira (CIE-UMa) between 2016-2017. He was also a Secondary School Teacher in the Autonomous Region of Madeira between 1992-2001.

Jacinto has been a Member of the Legislative Assembly of the Autonomous Region of Madeira (ALM) since 2019, having previously served as Vice-President of the Madeira Legislative Assembly between 2010-2011 and as a Member of the Assembly of the Republic between 2005-2009; 2011-2015. Since 2019, he has been the President of the 1st Permanent Specialized Committee on General Policy and Youth in the Legislative Assembly of the Autonomous Region of Madeira.
