

Carlos Alberto Delgado
Carlos Alberto Delgado was born in the southern part of the municipality of Porto Novo, Santo Antão, Cape Verde on 28 January 1965.
In 1989, he studied for a bachelor's degree at the Instituto Superior de Educação (ISE), and in 2001 he completed a degree in Cape Verdean and Portuguese Studies. On the same date, 2001, he started a degree programme in Cape Verdean and Portuguese Studies at the Instituto de Estudo Superior Isidoro da Graça, which he completed in 2002. In 2004, she moved to Portugal, where, at the University of Beira Interior, she took a Master's degree in Portuguese Language, Culture and Didactics, specialising in Linguistics in 2006. From 2006 to 2009, she studied for a PhD in Languages at the same university in Portugal, completing her PhD with high distinction in 2009, specialising in Sociolinguistics. He has published two books in his field of specialisation and is co-author of a third, also published. He is a lecturer and researcher and has held various academic and scientific positions.
For three years he was the Delegate of the Ministry of Education in Porto Novo. In 2008, he received a Diploma of Merit from the Cape Verdean Public Administration as one of the country's best public managers. In July 2009, the Delegation of the Ministry of Education, which he headed as the Ministry's top official, received a prize worth five hundred thousand escudos as the best public institution in the country, in a competition launched by the then Secretary of State for Public Administration and in which several public institutions and companies in the country took part.
Carlos was Director of the Department of Social and Human Sciences at ULCV for several years.
He was a Deputy of the National Assembly of Cape Verde from 2011 to 2021. He was a Deputy of the CEDEAO from 2012 to 2021, serving as Rapporteur for the Committees on Customs and Free Movement of Persons and Goods and Education, respectively, as well as being a member of the region's Committee on Political Affairs, Peace and Security. As a CEDEAO parliamentarian, he took part in several peace missions in various regions, contributing to political normality in the respective regions and states in conflict. He is a member of the International Association of Portuguese and Iberian-Based Creoles.
Currently, he is the Rector of the Lusófona University of Cape Verde.
