Filomena Martins holds a Bachelor's degree in Philosophy, a Postgraduate degree in Critical Supervision Systems and Educational Systems Evaluation, and training in Education Planning, Trainer Training, and Evaluation Techniques and Methodologies. She is currently a PhD candidate in Education with a project entitled: "Analysis of Quality in Higher Education- The Relevance and Pertinence of Internal Quality Systems in the Definition of Public Policies- The Case of Cape Verde”. She is a member of the ReLeCo Public Policies and Governance in Education.

Abstract

The research on "Quality in Higher Education: The Relevance and Relevance of Internal Quality Assurance Systems - The Case of Cape Verde", examines the quality of Higher Education, focusing particularly on Cape Verde, given the numerous transformations and uncertainties that have been felt in global society, with a strong impact on the education sector,  exposing the inability of Universities to respond competently and qualitatively to these challenges, forcing them to reinvent themselves. 

The relevance of Internal Quality Assurance Systems (IQAS) in the definition of Public Policies that enhance quality Higher Education is analyzed, having as a theoretical framework, on the one hand, Gert Biest, Bourdieu and António da Novoa and, on the other hand, the African Standards and Guidelines for Quality Assurance in Higher Education (NDA-GQ), the European Association for Quality Assurance in Higher Education (ENQA),  as well as the role of Higher Education Accreditation and Assessment Agencies, nom namely, the Agency for Accreditation and Evaluation of Higher Education in Portugal (A3ES) and the Agency for the Regulation of Higher Education in Cape Verde (ARES).  The approach will be mixed (quantitative and qualitative), since the study will require the analysis of quantitative data on the performance and efficiency of quality systems, and a qualitative understanding of the processes and perceptions of the actors involved.
