The Coalition for Advancing Research Assessment (CoARA) is a collective of organisations — of which Lusófona University is a member — committed to reforming the methods and processes by which research, researchers, and research organisations are evaluated.

This document complements the report Open Infrastructures for Responsible Research Assessment: Principles and Framework, produced by the same working group. It provides empirical evidence on how the principles discussed in that report are being interpreted and implemented in practice, identifying the main barriers, enabling factors, and strategic actions that support their adoption.

For this purpose, 13 semi-structured interviews were conducted with 17 experts from 11 countries, selected based on their active involvement in open science communities, research assessment, and digital infrastructure and representing a range of policy, institutional, and technical perspectives.

Researcher Teresa Teixeira Lopo, who has been part of the Working Group since 2024, participated in this project, contributing in particular to its methodological design and to the development of the guide that served as the basis for the study.
